Sarah Carter-Bell is Knowledge Exchange Lead at UK Parliament, where she drives research-policy engagement to ensure parliamentarians have timely access to robust evidence for scrutiny, legislation, and debate.
Her career spans education management, psychology, and policy development across UK Parliament, government, non-departmental public bodies, and higher education. Within HE, she supported the executive team with policy insights and led the research-policy engagement service.
Sarah is passionate about creativity, evaluation and innovation. She is committed to ensuring a wide range of voices and perspectives inform decision-making and is keen to make engagement a two-way process, helping researchers achieve the meaningful impact they seek.
As a UPEN Advisory Board member, Sarah welcomes collaboration that will strengthen the UK’s research-policy ecosystem and advance strategic approaches that connect research and decision-making.
Beyond her professional role, Sarah enjoys extreme sports, particularly anything fast and exhilarating on the sea or snow.
