Dr Charlotte Hoole

Dr Charlotte Hoole is a Research Fellow at the City-Region Economic Development Institute (City-REDI), University of Birmingham. Her research explores how decentralisation shapes the ability of places to design and implement tailored policies, and how it influences the uneven distribution of governance capacity and policy effectiveness across regions. She is currently the Governance Lead for the Local Policy Innovation Partnership Hub and has previously led several major research projects, including the recent ESRC-funded project ‘Improving public funding allocation to reduce geographical inequalities’ (2024-2025).

Charlotte will be working on the Place area of work as part of UPEN Programmes, focusing on the optimal models for academic-policy engagement initiatives in the context of different governance arrangements, regional contexts and spatial frameworks.
