Joe Armstrong

Joe is Programme Development Manager at Durham University, working within the Research and Innovation Services Department and supporting UPEN Programmes around capacity building, skills and professional development. As part of his role, Joe leads work within the UPEN Professional Development sub-committee, co-designing a framework to support knowledge mobilisers working at the research/policy interface. This includes identifying key skills and competencies for effective policy engagement and developing structured provision to support career development.

Prior to joining Durham University, Joe was Programme Manager for Children & Young People at Rise North East (formerly County Durham Sport), funded by Sport England. He worked across the local system to improve physical activity provision and collaborated nationally to influence policy through place-based learning.

Joe welcomes opportunities to connect with members, partners and external organisations to share insights, collaborate on development initiatives, and contribute to strengthening policy engagement practice across the sector.
